Two agencies can quote the same RM2,000 a month and deliver work that is not remotely comparable. One logs in most weekdays. The other built the campaign in March and has opened the account twice since.
From the outside they look identical. Both send a report with a chart pointing up. The account itself tells the truth, once you know which four screens to open.
What a Google Ads management fee is supposed to buy
The fee is not payment for a campaign. Building one takes a competent person two or three days. It pays for the eleven months after, which is where accounts either compound or quietly rot.
Strip the deck language and a real scope is a short list. Search terms maintenance. Bid and budget decisions with a stated reason. Ad copy written, tested and retired. Conversion tracking kept accurate as the site changes. Landing page feedback specific enough to act on. Reporting tied to money, not traffic. Ask for that list in writing with a cadence on every line.

What weekly management looks like next to set-and-forget
The gap shows up in the account log, not the report. Google Ads keeps a change history you can open yourself, and it timestamps every edit and names who made it.

Open Tools, then Change history, and set the range to 90 days. Look for rhythm, not volume. Twenty edits across twelve weeks is a managed account. Forty in one day at quarter end is somebody tidying up before a renewal conversation.
A quiet log is not automatically bad. A stable account hitting its cost per lead needs less touching than a new one. It is bad when the numbers drift and the log stays empty.
The search terms report is the clearest test of whether anyone is working the account
Keywords are what you bid on. Search terms are what people typed. The gap between them is where Malaysian budgets leak, and it is the fastest audit you can run on an agency.
Google limits what appears there. Its documentation says the thresholds “ensure user anonymity by only reporting on terms that have seen sufficient search volume across all Google searches”. You will not see every query, but you see enough.
- Open the last 30 days. Sort by cost, highest first.
- Read the top 50 rows. Anything you do not sell or would refuse should already be a negative.
- Check the Added or Excluded column. Blank all the way down means nobody has been in there.
- Look for the Malaysian patterns. Free, murah, sewa, DIY, kerja kosong, second hand, competitor names.
- Add up the junk. Total the spend on rows that were never going to convert. That is the monthly leak.
We have opened accounts where a fifth of the spend went to job seekers typing the company name plus vacancy. The fix took twenty minutes, and nobody had done it in eight months while a retainer was being paid. Ask for the list of negatives added last month. Not the policy, the list.
Conversion tracking, and the wrong action most accounts optimise toward
Smart Bidding chases whatever you tell it a conversion is. Tell it the wrong thing and it chases that efficiently, which is how an account ends up with excellent numbers and a quiet phone.
Google splits conversion actions into primary and secondary. Its documentation says primary actions are “reported in the ‘Conversions’ column in your reports and used for bidding”, while secondary ones “are for observation only” and are “not for bidding”.
That is where the damage happens. Plenty of Malaysian accounts have page views, WhatsApp clicks and phone taps all sitting as primary. The system optimises toward the cheapest of them, almost always the button click, because tapping a button costs the user nothing.

Any agency worth the fee shows you the Goals screen unasked. If yours cannot say in one sentence which action drives bidding, that is your answer.
Who is responsible for the landing page
This argument ends more agency relationships in Malaysia than pricing does. The ads work, the clicks arrive, the page converts at one percent, and both sides point at each other.
Settle it before the first ringgit goes out. Either the agency builds and hosts the page as part of the fee, which removes every excuse, or it advises and your web person implements within a turnaround written into the contract. The third version, where the agency has no say at all, is the one that fails, because the page is half the conversion rate.
Most SMEs land in the middle, so put a number on it. Seven working days for a page change is reasonable. Three weeks is not, and after two of those you are paying for management of a campaign nobody may fix. Our note on website versus landing page covers what to point ads at.
Account ownership and what an MCC link actually gives the agency
An MCC, or manager account, is the dashboard agencies use to reach many client accounts from one login. Asking for one is not a red flag. What matters is which direction the link runs.
The setup you want: the account is created under your own company Google login, billing sits on your company profile, and the agency links their manager account to yours. You revoke that link from Admin, then Access and security, in under a minute. The setup to refuse: the agency creates the account inside their own MCC, bills your spend to their card, and invoices one combined figure. Leave and you lose the conversion history, the audience lists and the learning period you paid to build.
Ask these three on day one
- Whose Google login created the account, and what is the account ID?
- Does billing sit on my company profile or yours?
- Do I have admin access, not read-only, from the first week?

Performance Max and how much control you give up
Performance Max spends across Search, Shopping, YouTube, Display, Discover, Gmail and Maps from one campaign, and Google decides the split. For ecommerce with a healthy product feed it often performs. For lead generation on a small budget it can become expensive guesswork.
Controls have improved. Campaign-level negative keywords are supported now, and Google’s documentation says that “by adding negative keywords to your Performance Max campaigns or account, you can avoid your campaigns showing for queries that contain those terms on Search and Shopping inventory.”

The sensible position for a Malaysian SME: prove the offer on Search first, where you see the terms you paid for, then test Performance Max as a second campaign on its own budget. An agency that puts a new lead-gen account straight into Performance Max picked the option needing least work.
The ad spend floor below which a retainer stops making sense
Fee and spend have to stay in proportion. At RM1,000 of monthly ad spend, a RM1,000 fee means half your money buys management rather than clicks, and no agency earns back that ratio. From roughly RM3,000 the maths turns in your favour.
A data problem sits under the money problem. Smart Bidding needs roughly 15 to 50 conversions per campaign per month. At RM12 a click, a RM1,500 budget buys about 125 clicks, and at a 5 percent conversion rate that is six leads. Six is not a signal.

Reporting that ends at cost per closed sale
Clicks, impressions and CTR are diagnostics. The report you should be reading works backward from money and holds four numbers: spend, qualified leads, closed sales, and spend divided by closed sales.
On a RM3,000 month that is RM188 per form fill and RM1,500 per closed sale. Only the second number tells you whether to keep spending, and most Malaysian reports never reach it.
Google issues a click ID, the GCLID, for every click reaching your site, and its offline conversion documentation covers importing outcomes that “start a customer down a path that ultimately leads to a sale in the offline world, such as at your office or over the phone.” Store the GCLID with the lead in your CRM, mark it won or lost, upload it back monthly. A 90-day test, with checks at day 14, 45 and 90
Do not sign twelve months with an agency you have never worked with. Run a fixed 90 days, agree the checkpoints in advance, and judge each on evidence you can see.
- Day 14, tracking and hygiene. Every conversion action fires when you test it. Primary and secondary are set as agreed. The first negatives are in and you hold admin access. If tracking is still broken here, nothing measured later means anything.
- Day 45, evidence of work. Change history shows edits across most weeks, not one burst. The search terms report has rows marked excluded. At least one new ad variant is live. Cost per lead is moving, because a flat line usually means nothing is being tested.
- Day 90, the money question. Cost per qualified lead against what a customer is worth. Close rate on the leads delivered. Whether month three beat month one on the same spend. If they cannot answer the third, they were not measuring for it.
Write a 30-day notice period into the test as well. Ninety days is long enough to see whether an account is improving, and short enough that a bad fit costs a quarter, not a year.
