  • RM1,000-RM3,500solo consultant per month
  • RM3,000-RM8,000agency, full scope per month
  • 90 dayswindow to judge either one
Short answer: Hire a solo SEO consultant when you already have someone in your business who can publish pages and change the site, and your budget sits around RM1,000 to RM3,500 a month. Hire an agency when the plan needs four to eight pieces of content a month, developer time and link outreach, which usually starts near RM3,000. Either way, buy a one-off audit at RM800 to RM2,500 first.

Two proposals land in the same week. A consultant quotes RM2,000 a month, an agency quotes RM4,500, and both documents carry the same phrases: keyword research, on-page optimisation, technical fixes, content, link building, monthly reporting.

They are not selling the same thing. The gap is rarely skill and rarely honesty. It is capacity, and what happens the day your main contact is unavailable.

What follows is the choice made on the parts that differ: what each does in a month, where each fails, what they cost, how to test either in 90 days, and who keeps the accounts.

What a solo SEO consultant actually does in a month

A good consultant sells judgement. They read your site, your competitors and your Search Console data, decide what matters in what order, and tell you what to do about it. The output is a diagnosis, a prioritised list, keyword mapping to real pages, content briefs, and quality checks on work somebody else produces.

The arithmetic explains the rest. Consulting rates in Malaysia run roughly RM150 to RM500 an hour. A RM2,000 retainer at RM250 an hour is about eight hours of one person’s month. That is enough to review a site, write two solid briefs, fix a handful of on-page problems and sit on a call with you. It is not enough to also write four articles, chase editors for links and rebuild your internal linking.

So the better consultants are strict about where those hours go. They spend them on decisions rather than production, telling your copywriter what to write instead of writing it.

If a solo consultant quotes RM1,200 a month and promises eight blog posts, technical fixes and link building, the maths does not work. Ask how many hours the retainer buys.

What an agency team does that one person cannot

An agency retainer buys parallel work. While a writer produces this month’s pages, a technical person fixes page speed, someone else does outreach, and a strategist plans next month. None of them waits for the others.

Full-scope SEO in Malaysia means four to eight pieces of content a month, active technical work with a developer involved, link outreach and competitor tracking. No single person produces that volume at a decent standard, however good they are.

Agencies also carry costs you would otherwise pay yourself. Ahrefs or Semrush subscriptions, crawlers and rank trackers are already covered and spread across clients. And when someone is on leave over Raya or Chinese New Year, the work does not stop for two weeks.

The second thing you buy is review. A junior writes, a senior checks, and mistakes get caught inside the agency instead of on your live site. A consultant working alone has nobody performing that role, so you become the reviewer whether or not you know what to look for.

What you are really buying

  • From a consultant: direction, prioritisation, and someone senior reading your data every month.
  • From an agency: throughput, coverage across disciplines, and continuity when individuals are away.
  • From either: nothing at all, if nobody on your side approves work and pushes it live.

Where the consultant model breaks down

The first failure is structural. One person is a single point of failure. They fall sick, take a project that pays three times your retainer, move in-house, or simply stop replying. Your programme does not slow down at that point, it stops, and the knowledge about your site leaves with them because most of it was never written down.

The second failure is volume. A consultant cannot execute content at scale. If competitors publish six useful pages a month and you publish one, you lose on arithmetic alone over a year. Some consultants subcontract writers to close the gap, which is fine as long as you know it is happening and know who edits the drafts before they go live.

The third is the most common and the least discussed. A consultant hands you a plan and the plan sits there. Nobody has time to implement it, tasks roll over month after month, and eight months later you have paid RM16,000 for a very good document. Without a marketing person, a developer on call, or an owner who will personally do the work, a consultant will not save you.

Where the agency model breaks down

You meet the founder or head of SEO in the pitch. You are then handed to an executive with eighteen months of experience running a checklist across nine accounts. That is normal agency economics, not a scandal, but ask who does the work before you sign.

Then there is account management. Agencies bundle in weekly calls, slide decks and a fourteen-page monthly report. For a company running several channels with multiple stakeholders, that coordination earns its fee. For a single-location clinic in Shah Alam chasing twenty keywords, you are paying a real slice of a modest retainer for meetings about a plan that changes twice a year.

The third problem is process gravity. An agency running one playbook across forty clients will apply it to you too, whether your situation matches or not. The tell is a monthly report that would be equally accurate for any business in your industry.

Ask two things before signing with an agency: the name and seniority of whoever runs your account day to day, and the retainer split across content, technical work, links and account management, in ringgit rather than percentages.

What each option costs per month in Malaysia

Price alone will not tell you which model you are buying, because the ranges overlap between RM1,000 and RM2,500. What separates them is how many people the money feeds.

Option Typical monthly cost What the money buys
Solo consultant, retainer RM1,000 to RM3,500 Six to fifteen hours of one senior person: diagnosis, briefs, QA
Consultant, hourly advisory RM150 to RM500 per hour Direction only, for teams that can already execute
Agency, basic scope RM1,000 to RM2,500 One or two new pages, on-page work, Google Business Profile
Agency, full scope RM3,000 to RM8,000 Four to eight pieces of content, developer time, outreach, strategy review
One-off audit, either party RM800 to RM2,500 Technical health, on-page gaps, prioritised plan
RM1,000-RM3,500
solo consultant per month
RM3,000-RM8,000
agency, full scope per month
90 days
fair window to judge either one

The consultant range is reasoned rather than a published rate card, because solo practitioners price on availability and seniority. The agency figures match the tiers in our guide to SEO pricing in Malaysia. Below RM1,000 a month neither model works: after tools and overheads nothing is left to fund a writer, a developer and outreach at once.

Agency, full scopeRM3,000 – RM8,000

How to test a consultant or an agency in the first 90 days

Do not judge either one on rankings at 90 days. Meaningful movement usually takes three to six months and competitive terms take longer. Judge them on whether work is shipping and whether the leading indicators move.

  1. Week 1: a written diagnosis. An audit with a prioritised list, each item carrying an owner and a date. Findings with no owner never turn into work.
  2. Weeks 2 to 4: technical fixes live. Count them. Titles rewritten, broken redirects fixed, indexing issues cleared. These are cheap wins with no reason to delay.
  3. Month 2: pages you can open in a browser. Not drafts, not a calendar. Published URLs: one or two on a basic scope, four or more on a full agency retainer.
  4. Month 2 to 3: Search Console movement. Impressions on the pages worked on. Impressions rise before clicks, so this is the earliest honest signal.
  5. Month 3: a written 90-day review. What was done, what it changed, what happens next. Then decide: continue, resize the scope, or stop.

Anyone who cannot produce that review has been busy rather than effective. The checkpoints are the same whether you hired one person or a team, and they sit alongside our practical local SEO guide.

Who owns the accounts, and what you keep when they leave

This question costs businesses the most and gets asked the least. Every account involved in your SEO should be created on your own company email, with you as owner and the provider added as a user. Ten minutes at the start, close to impossible to fix mid-fallout.

Five things that must sit in your name

  • Google Search Console, verified on your domain, your email as owner.
  • Google Analytics 4 property, inside an account your company controls.
  • Google Business Profile, you as primary owner, the provider as manager.
  • Domain registrar and hosting logins, never held by the provider alone.
  • WordPress or CMS admin, where the provider gets a named account you can revoke at any time.

Consultants usually work inside your accounts without argument. Agencies more often have a house setup where properties sit under their own umbrella, convenient for them and a problem for you. Ask before the contract. The wider terms are in our guide on choosing a digital marketing agency in Malaysia.

The exit favours agencies more than people expect. When a consultant leaves, the reasoning goes with them: why that page targets that keyword, which links were built and from where. Ask for a running document from month one, kept in your Drive. When an agency leaves, documentation is usually better and the risk sits in the contract.

Handover item Consultant Agency
Access returned One user to revoke Several users, revoke all
Documentation Weak unless demanded monthly Usually stronger, ask for it
Backlink list Often only in their tool Should be a maintained sheet
Content ownership Rarely disputed Check the clause before signing
Transition gap Four to eight weeks Four to eight weeks

Our recommendation by business size and situation

Here is the call.

Single-location business, budget under RM2,500 a month, somebody in-house who can write and publish: hire a consultant. You are buying direction, which is the expensive part. Your own team is cheaper at production than any agency.

Nobody in-house at all: hire an agency, even at the same price. A consultant’s plan needs hands, and without hands it is decoration. This is the most common mistake among Malaysian SMEs that tried a consultant and concluded SEO does not work.

Competing nationally, running ecommerce, or in a hard niche where rivals publish weekly: hire an agency at RM3,000 to RM8,000 and hold them to the content count.

Spending above RM8,000 a month already: consider a hybrid, where a consultant sets direction and audits output while a freelance writer, your developer or an in-house hire produces it. That trade-off is covered in in-house team versus agency. It has one requirement: someone in your company owns coordination.

Unsure which situation you are in: buy the RM800 to RM2,500 audit from either party and decide with evidence. Knowing the basics of how SEO works makes that audit far easier to read.

Frequently asked questions about SEO consultants and agencies in Malaysia

Is an SEO consultant cheaper than an agency in Malaysia?

Usually, but not always. A solo consultant typically charges RM1,000 to RM3,500 a month, while full agency scope runs RM3,000 to RM8,000. In the RM1,000 to RM2,500 overlap the difference is what the money feeds: hours of one senior person, or a slice of several people.

Can one SEO consultant handle everything a website needs?

No, and honest consultants say so early. One person can diagnose, prioritise, write briefs and check work. They cannot also produce four to eight pieces of content, run outreach and do developer-level technical work monthly. Plan for a writer and a developer alongside them.

What happens if my SEO consultant gets sick or takes a bigger client?

Your programme stops, which is the main structural risk of the model. Reduce it by keeping the strategy document, keyword map and backlink list in your own Google Drive, updated monthly, and by paying month to month. A departure then costs weeks, not a quarter.

Will an agency put a junior on my account?

Very often, yes. You meet senior people in the pitch and a junior executive runs the account day to day. That is fine if the senior reviews the work. Ask by name who handles your account and who checks it.

Should I pay for account management?

Only if you need coordination. Across several channels with multiple stakeholders, it earns its fee. For one location chasing twenty keywords, weekly calls and a long report eat a real slice of a modest retainer. Ask for the split in ringgit.

Who should own my Google Search Console and Analytics accounts?

You should, on your own company email, with the consultant or agency added as a user. Search Console, Analytics, Google Business Profile, the registrar and CMS admin all sit in your name. When the engagement ends you revoke access and the data stays.

How long should I give a consultant or agency before judging them?

Ninety days for effort and leading indicators, three to six months for ranking movement. In the first quarter look for shipped technical fixes, published pages you can open, and rising impressions in Search Console. If none exist by month three, the problem is not patience.

What should I ask for at handover if I stop working with them?

The strategy document and keyword map, the backlink list with dates and source URLs, the technical change log, drafts and published content in editable form, and confirmation that their accounts are removed. Agree this in the contract at the start, not during a cancellation.

Conclusion: which one a Malaysian business should hire

The choice is not consultant versus agency in the abstract. It is whether your business has hands to execute a plan. With execution capacity in-house, a consultant at RM1,000 to RM3,500 a month gives the most value per ringgit, because you buy only the expensive part, which is judgement. Without it, an agency at RM3,000 to RM8,000 is safer even though the invoice is bigger. Either way, own your Search Console and Analytics from day one, agree the handover terms before signing, and review at 90 days against shipped work rather than rankings.
