A dental clinic in Petaling Jaya sent us two quotations for the same website. One was RM950 a month, the other RM4,800. Both ran to seven pages and used almost the same words.
The gap was not greed. The expensive one listed four articles a month, named the developer doing the technical work, and had a page of exclusions. The cheap one promised thirty backlinks and named nobody.

What sits inside a quotation, and the order to read it in
Most SEO quotations in Malaysia use the same six blocks: an executive summary, a scope narrative, a deliverables list, a pricing table, terms and conditions, and case studies.
The printed order is designed for a front-to-back read ending in a signature. Read it in reverse.
- Terms and conditions first. Minimum term, notice period, renewal, and what happens to the work at the end. If this block is unreasonable, the price stops mattering.
- Then the exclusions. What is left out is usually more honest than what is included. A quote with no exclusions list means nobody thought that far.
- Then the deliverables. Count what can be counted. Four articles, twelve technical fixes, one report.

Deliverable lines that sound impressive and mean nothing
A small set of phrases turns up in nearly every low-cost SEO quotation. All of them sound like effort. Most are not.

Every one shares a defect. Each can be declared complete without anyone proving it did anything. When deliverables are measured by activity rather than outcome, the laziest provider passes.

What a defensible scope actually lists
A good scope reads as dull. It names objects, not adjectives.
Every enforceable deliverable carries four things: a quantity, a unit, the role doing it, and a date. Drop one and the line is no longer measurable.
- Technical. Not “technical SEO”, but a full audit inside 14 days, then up to 12 high-priority fixes a month, implemented by the agency’s developer in your WordPress.
- Content. Not “content optimisation”, but four new articles a month at 1,200 to 1,500 words, with copyright assigned to you on payment.
- Links. Not “30 backlinks”, but two to four placements a month on relevant Malaysian sites, each listed with its full URL.
- Reporting. Not “monthly reporting”, but a report on the 7th of each month plus a 30 minute call.
Ask for the exclusions in writing. The ones most often missing: developer work outside WordPress, translation between English and Malay, photography, paid media budget, and tool licences. Each becomes a separate invoice if not settled early.
The three promises nobody can keep
Some quotation lines are not optimistic. They describe outcomes no vendor controls.
A guaranteed ranking. Google’s own guidance on hiring an SEO puts it plainly: “No one can guarantee a #1 ranking on Google.” The same page warns you to be wary of anyone claiming guaranteed rankings or a special relationship with Google.
A delivery date for a ranking. Nobody controls when Google crawls, indexes or ships an update. An agency can commit to dates for its own work, not to Google’s decisions. Contract length, notice periods, and the clause that traps you
SEO takes time, so a minimum term is fair. What is not fair is drafting that stops you leaving even when the work has clearly failed.

A term is not just a date. It is a cash commitment, and multiplying it out makes that obvious.
Ask for three amendments: month-to-month after the minimum term, notice cut to 30 days, and a right to terminate if the written deliverables fail to arrive two months running.
Who owns the content and the accounts when it ends
This is the section least often read and the most expensive to get wrong. In many SEO agreements, what you buy is a licence to use, not ownership.
Look for the wording that separates the two. Assignment of copyright on full payment means the articles become yours. A licence to use during the term means you rent writing you paid for.
Accounts should stand in your company’s name from day one, not be transferred later. The minimum list: domain and registrar, hosting, WordPress admin, Analytics, Search Console, Google Business Profile, and Tag Manager. The agency joins as a user while you stay owner.
One more line worth demanding is a handover clause. At the end of the term you should receive the full list of links built, the log of technical fixes, every content file, and any tool licence you paid for. What happens to the work if you stop paying
Rankings do not vanish the day payments stop. What follows is a slow decay, and its speed depends on what was built and where it lives.
What stays with you: technical fixes inside your site, the page structure, and content on your domain with copyright already assigned. Those are assets, and they keep working.
What disappears: rented links that come down when payment stops, landing pages hosted on agency servers, a blog on an agency subdomain, schema or review widgets injected through their script, and dashboards inside their tool accounts.
So put one question to every agency before signing. What in this plan stops working if I stop paying next month. An answer of “nothing” usually means they have not thought about it, or would rather you did not.
Read the content removal clause as well. Some agreements let the agency strip articles from your site after termination on intellectual property grounds. Take that clause out before you sign, not after you decide to leave.
Reporting cadence, written into the quotation
Reporting frequency belongs in the quotation as a date, not the word “regular”. What works for most Malaysian SMEs is a written report on a fixed day each month, a short monthly call, and a quarterly strategy review.
Weekly reports sound diligent but rarely help in SEO, because a week of data is too noisy to decide from. Worse is a report generated by a tool with no human interpretation attached.
A useful report answers three questions: what was done this month, what changed in traffic and enquiries, and what happens next. If all three are missing, the report is decoration.
